○つまるところこの話は、「日本の投資家が外債を買わなくなる→海外資産の買い手が減る→だから円高」と理解する方が良いのだろう。日本は経常黒字国なので、外国への資金の流出が止まると、それだけで円が希少になってしまうのだ。現に日本の個人投資家が好きな豪ドル、NZドルは地震の直後から下げている。普通であれば災害に遭うと、その国の通貨は投げ売りになるはずだが、世界最大の債権国の場合は買われるのである。

○今の円高進行を、「弱り目に祟り目」という声が多いだろう。だが、世界的に資源価格が上がっていて、災害復旧のために輸入を増やさねばならなくなる日本としては、この円高はむしろ良いことではないだろうか。輸出をしたくても、おそらくしばらくは供給力が伴わないだろうし。とにかく、これだけの災害に遭っている国の通貨が買われるという状況は、感謝すべきではないかと思う。少なくとも、円安になって金利が上昇するよりはずっとマシである。

○それでも年度末を控えて70円台は困る、という企業は多いかもしれない。政府による為替介入が正当化できるのは、まさにこういうときであろう。民間部門からの資金還流が進まないときに、政府が一時的にその肩代わりをするのは間違ったことではない。外国政府も、こういうときに敢えて反対はしないはずである。
